The Rhinelander City Council approved a developer’s agreement for a Boyce Drive housing project.
Tony Pharo urged the council to support the project during public comment, placing it within the region’s documented need for additional homes.
A developer’s agreement is where a public housing goal becomes specific. It can assign responsibilities for roads, utilities, timing, financial security and other improvements needed to complete the site.
What the numbers leave out
That specificity protects both the community and the project. Residents can see what the developer is obligated to deliver, while the developer gains a clearer path for financing and construction.
The agreement also illustrates why housing progress often appears incremental. Studies, zoning, engineering, finance and construction are separate milestones, and each can stop a project if it is not resolved.
The Boyce Drive decision added another executable project to a county pipeline that still needs far more single-family and rental supply.
